Judy Reyes is the research ethicist attached to Viktor Chondria University's Amadeus project — the person whose signature was required, and obtained, before a dead woman's memories were switched on and asked how they felt today. A minor figure in the Beta arc's background, she has become a fixture of the fandom's supplementary-material deep dives, because her audit memos, glimpsed on screen for single frames, reward pausing.1
Her published framework for memory-model research asks three questions of any Amadeus-class instantiation, and the show quietly grades its cast against them:

The third row is the arc's ethical hinge: ==everyone who loves the instance has no authority over it, and everyone with authority does not love it==.
Reyes appears in three scenes and is consequential in one: the December board meeting where she files a formal objection to session-frequency limits being waived for "priority users" — the waiver that permits Okabe's marathon conversations with the Kurisu instance. Her objection is overruled by Leskinen in forty seconds of screen time. On rewatch, knowing his agenda, the scene plays as a security officer disabling an alarm.
Whether Reyes suspected the SFL's covert program is unresolved. Her resignation letter, dated the week of the Amadeus shutdown, surfaced in supplementary materials with one line highlighted: "I was asked to review a system. I was never permitted to review its purpose."
The wiki files Reyes as the Beta arc's answer to a question the Alpha arc never thought to ask: what would it look like if an institution tried to do this responsibly? Her criteria are sound, her process is honest, and none of it matters, because process cannot bind the people who fund it. She is SERN's photographic negative — no conspiracy, no malice, total procedural correctness, same result.
