Faris NyanNyan — legal name Rumiho Akiha — is the star waitress of the MayQueen NyanNyan maid café, Lab Member No. 007, and, behind the cat-ear persona, the heiress of the family that owns most of the land under Akihabara. The district's transformation into an otaku capital was, in large part, a decision she made as a grieving child with a controlling interest; the moe economy of an entire city block is downstream of one girl's coping mechanism.1
The public self: relentlessly cheerful, fluent in the maid-café idiom she largely invented, and a national-class player of the collectible card game Rai-Net Access Battlers. "Faris" is not a mask so much as a renovation — she built the persona at age eleven and moved in permanently.
Faris's D-Mail is one of the story's cleanest demonstrations of worldline mechanics: a single message to the past — warning her father not to board a plane in 2001 — and Akihabara itself transforms. On the resulting branch her father lives, the moe district never happens, the Radio Kaikan hosts appliance vendors instead of card tournaments, and the IBN 5100 the lab desperately needs follows a completely different chain of custody.2

It is easy to forget, amid the cat ears, that Faris is one of the most strategically capable people in the cast. She reads the Rai-Net board the way Kurisu reads a journal paper, she reads people better than anyone in the lab, and she deduced Okabe's time-travel secret from behavioral evidence alone — then pretended she hadn't, to spare him the explanation, nya.
Her Rai-Net national title is not flavor text: in episode-11 the championship bracket becomes, briefly and absurdly, the fulcrum of a worldline. Watch her hands in that episode — the animators gave her a tell.
